Why the distinction matters
A controlled network can make governance and compliance easier for a particular institution. A public blockchain serves a different function: open access, shared settlement, composability, and credible neutrality across participants that do not share an owner.
The existence of corporate chains therefore does not establish that open networks have failed. It shows that institutions are experimenting with different points on the control-to-neutrality spectrum.
